A Tale of Two Directors: Interview with NotCommunist366 and Zepz

Former Director NotCommunist366 returns as Deputy Director under President Zepz, who now oversees the agency. This dual interview sheds light on their diverging philosophies regarding national security, TIDE operations, and the controversial legacy of infiltration.

flor: You've had a few controversies during your work in intelligence or related fields. Is there anything you will do differently during your work as Deputy Director of the OHS in contrast to your past endeavors?

NotCommunist366: During previous controversies, there was a mixture of miscommunication and misunderstanding. I think we’ve all learned a lot since then, and I have full faith that I, and whoever I work with, will be able to communicate with each other and enact the best solutions to our greatest problems.

flor: As deputy director, what do you plan to improve in the OHS?

NotCommunist366: Like I said in my announcement, I plan to be more proactive than what has been happening in the OHS since the 4th of May. The compliant doctrine of distance that we’ve seen in recent administrations ends now.

Notcom's announcement is shown below:

"So, as many of you may have seen, I have been rehired as deputy OHS director. TIDE has grown both bold, and developed new strategies. They attack the league of servers, the bicamel republic, Zealandia, and more. They attack our political parties servers. They continue to raid our borders with alts. They continue their attempts at infiltration. They want to make you afraid, weak, and divided. This is my response. We will not surrender We will not allow our democracy to be defeated by fascist children who like to harrass us. They will not divide us. They will not defeat us. We stand united against those who seek to crush us. We will not surrender, or negotiate, with terrorists. Tide adapts to war, but so do we. The time of sitting and waiting is over. Tide will fall, just as they did on the 3rd of May."
She directly calls out the recent OHS posture as too “distant,” signaling a desire for more aggressive tactics (i.e infiltration). Their history includes leadership of the controversial NCIA private contracting group and involvement in anti-TIDE intelligence.

flor: Do you agree with the current stance the OHS is taking regarding TIDE?

NotCommunist366: The previous OHS administrations since the 4th of May have been using the doctrine of distance, one I vehemently disagree with. I will have the OHS (like I said previously) be more proactive.

The previous OHS administrations since May 4th have been led by a few different directors, including Zepz and Delarosa.

flor: You’ve been involved in controversial infiltration operations. Do you envision the OHS following such tactics?

NotCommunist366: With all due respect, I won’t comment on specifics of strategy.

Though declining to confirm or deny, NotCommunist’s history includes multiple operations against TIDE that reportedly involved questionable infiltration, particulary with the NCIA.

flor: How much danger do you believe SimDem is currently in from TIDE?

NotCommunist366: I think the threat is definitely larger, with the renewed doxxing and such. It’s increased since low tide considerably — they managed to kinda fix themselves. They are attacking more, clearly they are stronger than they were after low tide.

TIDE's recent activies have included actions ranging from doxxing members of the community such as Whitethommy, Medmouse, and myself, to raiding servers allied with SimDemocracy.

flor: Do you believe TIDE should be the primary focus of the OHS?

NotCommunist366: I think so, yes. They are the primary enemy we are facing right now.

NotCommunist366 reaffirms that TIDE should be the top priority for homeland security. Their stance sharply contrasts with the "reactive containment" approach preferred by the current administration.

flor: Any final comments?

NotCommunist366: I think the OHS, under new direction, is looking up for sure. And especially under the Zepz admin, things are looking up!

Editor’s Transition: With NotCommunist366’s stance laid bare, the conversation shifts to the current OHS Director — President Zepz.

flor: As the current OHS Director, how do you plan to restore trust in the agency’s operations?

Zepz367: I think trust in OHS is highest it’s been in some time. Before OHS was a scandal machine, now it has stabilized. I think trust in the agency has been regained and SimDem citizens should not be worried.

Zepz references the controversial past of the OHS, which has had many citizens attempt to introduce legislation either repealing it or reforming it. This organization has been rocky since it's creation back in early 2025. While Zepz is mostly correct in his assessment here, it is worth noting that a brief controversy occured where Zepz admitted responsibility for allowing a known TIDE alt through the border, the alt in particular being "Peppa", a suer that eneded up sexually harassing multiple people, despite somehow being aquitted.

flor: What actions is the OHS taking to keep SimDem safe?

Zepz367: I do not wanna publicly comment on any so no comment. But they are definitely happening.

Zepz declines to comment on OHS operations for security reasons but reasurres the public that action is being taken.

flor: Do you believe TIDE can be stopped?

Zepz367: Yes of course. They’re just a group of jobless losers with way too much free time. I really do think they can be stopped. While it is not an easy road, it’s definitely achievable.

For the reader's context, TIDE as an organization has operated for roughly 5 months.

flor: Do you believe the threat of TIDE is increasing or decreasing?

Zepz367: Decreasing. They can’t really do anything significant rn. Their border raids don’t do much at all. Doxxings are a problem but they’re mostly a paper tiger.

The true threat of TIDE is greatly debated among citizens of SimDemocracy. Some, like Zepz, dismiss them as a bunch of hapless idiots who escalated to doxxing after a disagreement. Others however, such as Notcom, believe them to be a more serious threat, one that requires active intervention.
Writer's Opinion: I personally fall on the side of believing TIDE to be a greater threat, having been personally attacked by them. At minimum, the fact that TIDE, an organization which probably seeks to deal real world harm, knows my real name is very unsettling, to say the least.

flor: Will you use infiltration during your term?

Zepz367: I don’t like infiltrations. They pose bigger risk than reward. So during my time in the OHS we won’t be infiltrating TIDE at all.

Zepz outright rejects infiltration as a tactic, consistent with previous statements he has made in the past. This conflicts with Notcom's view on the OHS greatly. However it is worth noting that given the nature of the OHS, these answers may not be entirely truthful.

flor: Final comments?

Zepz367: OHS is in a very good state right now and the public should trust it.

Analysis: Proactive vs. Reactive

The interviews reveal a clear divide in doctrine. NotCommunist366 vehemently advocates for offensive action, undercover infiltration, and aggressive disruption of TIDE. This approach is risky and is usually controversial. It also has yielded mixed results historically, including documented failures and civil liberty concerns. However, it appears that when infiltrations do succeed, they can lead to effective blows against terrorist organizations such as TIDE, such as the operation "Low Tide" as commented by Notcom.

By contrast, Zepz advances a "reactive" stance which is focused on defense, SDBI / OHS response, and rapid arrest / banning. It prioritizes SimDem’s safety and public trust over ambition, and consciously avoids the ethical hazards of espionage or preemptive disruption. This strategy primarily relies on using protective measures such as SimDemocracy's border channel (where new users are detained pending verification) to simply utilizing the applications system natively provided by Discord itself.

Writer's Opinion: I personally believe that infiltrations are more risky and not worth it to pursure, just looking at the past incidents with them. I think Zepz is taking a good stable approach with the OHS and that defending against TIDE is the best we can do while not risking anyone's safety. However, I am no expert on this, so take my opinion with a grain of salt.

The future of the OHS may well depend on which doctrine prevails.

Conclusion

This dual interview captures two visions for SimDemocracy’s security landscape. One, risky, dangerous, but possibly more effective. The other, cautious but stable. As NotCommunist re-enters the fold and tensions with TIDE rise, the outcome of this ideological split could shape the months ahead.
